it sounds like you can’t, pretty much. While you’re under 18, you have to live by your parents’ rules, and if another nudist were to allow you to hang out with them, that person could be in serious, serious trouble.
Either way, you really can only meet nudists either in-person or online. The chances of meeting one by talking to random strangers about it is pretty low, and the only other way to meet them in person is to visit a club. If you’re not doing that, then you have to resort to meeting people online, which is not a safe practice anyway (unless, maybe, you were joining a landed travel club or something else reputable), so I wouldn’t recommend it.
Your only other option is to convince friends and family to become nudists. You said your parents don’t approve, but have you actually talked to them about it? They might be persuaded. Or maybe you mention it to a few friends and one asks more questions than the others or gives more positive feedback to it than the others – maybe that friend might be someone you can convert.
